Introduction

Purpose of the guidelines

These guidelines provide the rationale for UNDP's approach to the realization of its mission with regard to capacity development for governance for sustainable human development. UNDP's mission is: to help countries in their efforts to achieve sustainable human development by assisting them to build their capacity to design and carry out development programmes in poverty eradication, employment creation and sustainable livelihoods, the empowerment of women and the protection and regeneration of the environment, giving first priority to poverty eradication. at the request of governments and in support of its areas of focus, [to assist] in building capacity for good governance, popular participation, private and public sector development and growth with equity, stressing that national plans and priorities constitute the only viable frame of reference for the national programming of operational activities for development within the United Nations system. It is not only experience that calls for changing the way we do things. There is a need to respond to a changing world environment. We are experiencing major shifts in the global economy and in dominant political philosophies which have a constraining impact on the resources available to the international development agencies and which shift the priorities of both countries; and donors' development agendas. There have also been changes in technology, especially in the field of information and communications. Not least, there has been an evolution of thinking on approaches to institution building and the management of complex systems change and there has been an emergence of new philosophies of management.
